I guess time CAN be a factor then with ENS on some job types/skill
assesments, but not that much for an RSMS if both parties are well-
informed of the pros and cons.

So if I try to sum it all up:

"Why refuse to sponsor 457 to ENS/RSMS?"

1. For certain job types/skill assesments, processing time can be a
factor and may be impractical on a business sense.

Danger for employee: Inertia

2. If employee doesn't meet the main skill requirements and not willing
to pay nomination just to have it proved ( although I dont know why
a company would spend so much o na 457 in the first place for someone
not meeting base skill requirements unless they are a friend or
family which I think is also not allowed in DIMIA guidelines)

3. If the employer wants to cut corners and simply maintain paying
industry average salaries (Im still pretty sure they can find one
within OZ willing to do this, unless job market is really that tight)

4. Needs the employee only for a specific project/role for a specific
amount of time.

5. Employer just isnt well-informed of the options.

6. Employer feels Employee is not worth the extra effort and paperwork
to nominate
