There's a reasonable chance things will work out like that. But you'll
have to wait and see.
Not all temporary visas will count - 457, SIR, business migrant and
spouse visas ought to. However student visas may not count, and tourist
status is unlikely to count.
The exact temporary visas that are eligible may not be specified in the
legislation and authority may simply be given to the Minister to make
that decision through regulations or policy. However these would be
clarified by the time the law was in force.
There are only two things anyone can do for now:
1. Wait and see;
2. Write to your federal MP.
