I believe that you need to disclose everything from your past that got
you involved with the police. If you fail to do this it could be worse
than if you simply disclosed it as DIMIA could revoke your visa if they
found out you lied on your application. Best bet would be to get your
records from the state police and from the FBI if you want and make sure
you cover all that stuff. If some stuff is missing from their reports
then you should still add it in the application form.

From reading on here there are lots of people who had similar types of
things in their past that did not seem to stop them from getting their
visas. Do a search on the forum and you'll likely find plenty. I think
the main thing DIMIA look for is actual prison time, so if you had some
speeding tickets and DUIs that did not result in jail time then you will
probably be OK.
