they have to dot all the i's and cross all the t's so to speak they need
to make sure it is actually you and your application and they also need
absolute solid proof that your sponsor is blood related and in most
cases birth certificates are the main way to do this.
They ask for extra information from a lot of people including us (and we
used an agent) you can never be sure you have sent enough, its better
they request it and grant a visa, than simply refuse because of lack of
information.
lastly, if you had a visa in 1999 why do you need another one?
