From what I understand ACS will not be allowing trade qualifications
(i.e MSCE) under Group B from 23rd Dec. With 10 years experience you
will still be able to apply using the RPL process but this will take a
lot more work on your behalf in preparing the application.
The ACS assessment is valid for a year so you could apply in the next
couple of weeks under group B with your MSCE and (assuming you receive a
positive assessment) apply for the visa any time next year. Investing
in the $100k bond is also the last stage of the process just prior to
visa grant so you would not need it immediately.
The problem with delaying anything in the emigration application
process is you could find the rules change further and prevent you from
applying at all.
