Oh gosh - how awful! The only thing I can suggest is that maybe your
sister-in-law could contact the exhibition organisers who one presumes
would have had a contact in the WA/SA government whose stall he was
participating in. Maybe in turn, that person could help with locating
him and any other queries.

P.S. Is there any way she could claim her money back - I have no idea's
