You should start by reading the Partner Migration Booklet available for
free from the DIMIA website.

If you're living in Australia now, and have not sponsored more than 1
partner for a spouse visa previously, you're in luck.

Also, you'll have to have met your partner in person, be in a genuine
and continuing relationship etc etc... it's all in the booklet.
