I cannot believe the UK Passport Agency will refuse to issue you a new
passport if you explain the reason why.
If you apply to them, and they refuse you, then get straight onto your
Member of Parliament and ask him or her to intervene.
Also be aware that the passport fee is for the *issuance* of a new
passport, not the application.
