Hi Sally,
Just because General Skilled Migration isn't open to him doesn't mean
there aren't other options - it's just that you'd need to find him an
employer to sponsor him now, and I guess the various police forces here
are a standout possibility in that respect. You'll find that each state
and territory has its own force and then there's the AFP, which has a
national role - http://www.afp.gov.au/afp/page/ - my guess is that you'd
find all you want there.
