You are correct - your boyfriend cannot apply for General Skilled
Migration onshore, meaning he cannot send off his application after his
arrival into Australia. There is no simpple work around in the
situation you have described. One of the obvious work around is for
your boyfriend to mail the application back to your home country from
Australia, which then requires your boyfriend to leave Australia and
come back in when granted for the PR. Another work around, although
not practical, is for your boyfriend to study and then graduated from
an Australia institution.
