Where eligible, one would always apply for a 136 rather than a 139 as
139 requires sponsorship and assurance of support with all the attached
complications and additional paper work (not to mention the 30 June
deadline for 139 applications). Visa application processing time per se
should never be a factor in selecting the visa sub-class to apply for.
The key thing is to be sure you are eligible for 136 :-)
