Hi Jaspal,

1. Yes, you can sponsor your brother if you are resident of Australia
for 2 years.

2. Your cousin or any one with suitable income can be assurer.

3. your brother will be main applicant, even if your brother's wife can
getmore points. DIMA will treat your brother as main applicant and
considers his wife's marks for migration.
