Hi

If he is moving to some other Terriotry then this would certainly
be a problem. Normally DIMIA require, the sponsor should be livining
for two years at the same address.To prove this sponsor may need to
show telephone electricity or gas bills. A driving license or car
registeration showing the same adress. They may ask further proofs
if needed.

The Point is:
He should be living in designated area for at least two years.
