Dear Teaspoon,

If you have to ask on a public forum then you don't seriously have a
chance. The population of the island is regulated very carefully and
each application is carefully considered - many are refused. See the
Wikipedia article if you like - the important fact there is that the
population growth is 0.01% :-).
