Hi Lori,

They charge like that for two reasons. First, because they can, and
second, because it inhibits calls, which are much more time intensive to
deal with.

For an offshore partner visa application there is no requirement for any
statutory declarations from friends and relatives at all, it's just that
the forms and booklets are misleading. I'd normally suggest it's best
practice to get as many statements as you can, however.
