Hi Rob
I am a blinking expert on the Balance of Family Test because we have
also had an incredible amount of hassle with it on behalf of my own
mother, who is now 85. At that age, they cannot be bothered with new
partners, which does make life easier!
Basically, the children of each are treated as the children of both, so
the BoF test is not met.
The new Investor Retirement visa is not a good one in my view. You
fork out a vast amount of dosh to the Govt who invest it - badly from
your point of view but doubtless skilfully from their own. In return,
they provide a temporary visa which provides tax -downside but no perks
as far as I can determine.
Get rid of the boyfriend and the situation would change for your
mother.......!
Short of that, please see here:

They would be able to visit Oz for 6 months at a time with reasonable
ease as long as they don't try to make too much of a habit of it.
Hope this helps
Gill
