The latest on this is that the Bill recently had a Second reading or
something ad has been put back until the Autumn Sittings before it will
be considered again. Those won't start till March/April/May sometime,
I guess, so the pundits are now predicting 1 July 2007 a the best guess
for when the new provisions might start to apply.
