Yes you can get your visa evidenced at any DIMA office offshore. But
Washington DC is the only visa office in the United States - you can't
just use any Australian consulate.

Make sure your case officer has a reliable way to contact you at all
times and make yourself familiar with local procedures for evidencing
visa (eg, not all visa posts do so in person).
