Well, 137 subclass is employer-sponsored visa, i think. if you can get
a employer's offer, you would have more chances to get visa. First
step, you should be assessed by IEAust. And, I guess civil engineer is
on MODL, which can gives u even more opportunities, and priority if
processed.
i am just curious, why would u like to stay in rural area.
