She neeeds to demonstrate that she has the capability level of "functional".
Obviously if she has dome the test with functional level then she is done.
Or She has to prove that she has graduated from educational institution where
English was the medium of instruction. (college/university-Min 2 years and
secondary/high school-5 years). Or if she is a pasport holde of english
speaking country like USA, NZ, UK etc, then she is exempted.
