The answers follows;

- Can the app be lodged and acknowledged without the 2nd applicant's
IELTS TRF?

Yes.

- When DIAC asks for the EEC to get paid?

Before the visa grant letter is issued.

- Can you attach the 2nd applicant's IELTS results later? (I mean,
after the app was lodged)

Yes. You can submit the IELTS result anytime before a decision is made
on your application.
