Please search this website for previous discussions on Spouse English
Language requirements. As far as I know and unless the rules have
drastically changed lately (which I doubt) IELTS for spouses is not an
obligatory mode of satisfying HER english language requirement. From
your description, she is just an accompanying dependent, albeit, your
wife. So as long as she is NOT a co-applicant (i.e. she is not
contributing some points towards your 120 points for VE 175) then she
has alternative ways to prove that she has met the basic english
requirements as outline by DIAC somewhere in their website. The
response by Mujfire seems to confirm that this options are still
available on the relevant wepages of DIAC, unfortunately, he did not
post the link. I know however that the available options include (but
not limited to) Primary and Secondary Education in institutions where
language of instruction was essentially english.
Meanwhile, unless you have time on your side and/or are willing to wait
until sometime in 2011, I suggest you start planning how to convert your
175 to 176 (state sponsored visa). Unless of course you have a job offer
or are on the CSL.
