She must be outside of Australia for the 175 visa to be granted. She
does not, however, have to go all the way back home. Once the visa is
ready to grant the case officer will contact her so she can organise a
trip out of Australia to enable the grant - only a few working days are
necessary. It is not necessary to have a visa label placed in the
passport. At law, no Australian visa has to be evidenced into a
passport as all details are available electronically.
