Dependent is the critical word.
Dependent applicants are people such as spouses and children who are
dependent on the main applicant. Brothers and sisters are only
considered dependents for migration purposes if they are unmarried and
live with the applicant and are financially dependent on them for the
basic necessities of life = food, clothing, shelter = etc Please see

If someone is a dependent under the Migration Act/Regulations they must
meet health and character public interest criteria ie do health checks,
and also police checks if over 17, even if not migrating. Dependent
applicants over 18 must prove dependency and fill out form 47A
If you want to lodge a paper application, you must fill out the correct
paper form 1276 or the application will not be valid ie it will be
rejected and not assessed. Please see

You could lodge online and then send all the paper certified copies to
Adelaide by registered mail quoting the TRN number etc unless the online
application system tells you not to do this for GSM
