do you need the points ? if you dont need the points it may not be an
issue for you.

do a search for noosr country education profiles. They are not free
though. i dont have them for vietnam so i dont know the exact
guidelines.but see 'Country Education Profiles Online'

the alternative if you are worried is to talk to an agent who does
vietnamese applicants regularly. generally they will know the answer.
sometimes this is from your own country or go find someone in aus that
advertises this in community newspapers etc if you want an answer
quickly.

if this issue has already been assessed i dont think it would slow down
your application
