yes i think thats right.
Issue is then whether you get CSL priority. priority is more of a
policy thing then time of application or decision requirement. I would
assume that applications are CLS priority sorted electronically on or
about date of lodgment. if you get 7 in new ielts and then when you
submit it, make note of your prior ielts and ask them to be transfered
to CSL priotiy processing. i doubt there system is so advanced as to
automatically reassign cases to priority when new documents are
submitted. you might need to ask them to do this manually when your
better ielts is submitted. good luck.
