if you havent lodged and will get the result quickly i would definately
sit ielts first before lodgement. that way for accountant with eilts 7
you can get priority.
the points test is time of decision but if you read it they make
certain factors like age, work, study relate to the time of
application. see the following link and it will give you an idea of

i think you should be more concerned about being on the CSL. non
priority applicants could be waiting around for years they way things
are playing out.
the new modl review will take some time to be completed it is only in
submission stage. If you lodge before and changes you probably wont be
effected. I say probably because although diac say they wont
retrospectively effect applicants with any MODL review, they do it all
the time - just recently with the CLS list itself
