1. No. There are thousands of people having the same last name, so it proves
nothing.

2. It may not be sufficient - every PR can show PR Card, SIN card and bank
statement and those documents don't prove that PR lives in Canada. Your
brother's utility bills, residence lease/ownership, employment record with
paystubs, etc. is what will prove it.
