Nothing to comment on. Just like there's nothing to comment on with US
quality of life being ranked lower than Canada. It's based on several
'general' factors in play at the time of the survey, including in this case,
unemployment resulting from one solitary diagnosis of BSE and the subsequent
paranoia of the USA and other countries and similar paranoia resulting from
the SARS situation in TO. Of course, a lower dollar value (since been
supremely overtaken) was another factor.
