CIC will transfer files to another post "for the integrity of the system"
usually when the applicant resides in another's processing area. They don't
usually transfer files from high volume posts to lower volume posts as
offices are staffed as to the volume (quota) of visa expected to be issued
yearly from that post. They will, when a post is severely understaffed or
an unexpected surge of applicants appears, will give short term assignments
to Canadian based staff to clear up the backlog.
