Neither will Canada "require" payment of loans when you go to USA.
The point is that in either case, you will have a judgement against
you and if (or when) you return to that country, you will have one
hell of a time getting anything (car, phone, house, credit card,
anything).
You will be strictly limited to dealing with cash only.
