Yes, anybody can buy a property in US or Canada (and in dozens other
countries) without any restrictions in respect to nationality.
What taxes are you asking about? You pay proper taxes (if applicable) from
the transaction in jurisdiction where transaction takes place. You pay
property taxes (if any) in the jurisdiction where property is.
Owning a house in US doesn't give you any rights to either enter US or to
stay there for as long as you want. You must leave US prior to expiration of
your admission. So, if reason behind your idea of buying a house in US was
to find the way to remain in US then forget it and don't waste your money.
