I don't think Andrew is saying Indians cannot speak english. I am well
aware that Indians are recruited directly to work in the states for
large chip manufacturing plant and others. Nobody is disputing that
those Indians are bright. Andrews comments on the performance of the
English tests are based on statiscal information.
