You lost me here. Please re-phrase your question.

Your subject line asks clearly who will benefit the most - thus I gave you
clear answer. Those with their cases being assessed between Sep 18th and day
of implementation of higher pass mark will benefit the most.

Why would people applied with less than 75 points when pass mark was 75?
Tens of thousand did just that - ask them why.
