It is not a good idea as you will be asked for fresh FBI certificate later
anyway. Keep in mind that police certificates must be not older than 6
months.
So, follow the Buffalo specific instructions (assuming that you are eligible
to apply through Buffalo in the first place) and don't ask for FBI
certificate until asked for it.
