I'm having the exact same problem. I've tried to contact the US
embassy and US consulate in Jerusalem, but no one seemed able to help
me. I am now wondering if I can download the fingerprint form off the
Internet and fill it out myself, and just mail it to the FBI with the
money order. Will that work? and if yes, where can I get a
fingerprint form? I tried doing a search on the net, but didn't find
anything yet.

My skilled worker immigration application should be completed very
soon and I feel it will be ready for mailing in about a week. The FBI
clearance is the only item missing, and I might not include it for the
time being, and just have a written explanation of why I wasn't able
to obtain it, and work on it later after I send the application for
processing.

Any professional advice is much appreciated.
