No, it will not work at all.

First - you need to call, fax or mail FBI in West Virginia and ask them to
mail you fingerprint cards.

Second - you need to go to local police station, licensed fingerprinting
service bureau or if lucky to US consulate with FBI card and proper ID and
have your prints officially taken.

Third - you need to mail your prints to West Virginia, together with $18
money order.
