Hello,

I was just combing the canadian consulate buffalo site and cannot
find the page which stated that you are exempt from obtaining police
clearances from certain countries if you are not currently a resident
there.

I lived in Bulgaria for 4 years, 5 years ago, and I am living in the
USA since then, and it is a real pain in the neck to obtain that
police clearance from bulgaria since I am not a resident anymore, and
it also costs a crapload of money (or so the people whom I asked to do
it for me there claim).

My question is: are no countries exempt anymore, or is there
something I am missing somewhere, or will I have to spit out all that
cash for a certificiate from a country that was supposed to be
exempted?
