It is clear that at the time your CAIPS file was printed criminal, medical
and final decision were not made yet. It takes about 3 to 5 months from
medicals to get passport request if background/security check is completed
as it is in your case. And providing that you already submitted everything
else what was requested - including updated FBI and ROPR fee.
