But the guidelines say
22 points also for if You have a three-year diploma, trade
certificate or apprenticeship and at least 15 years of full-time or
full-time equivalent study.

So definately 4 years of University degree in Engineering(16 years of
education)is better than any Diploma or trade certificate. SO in that
case he should be awarded 22 isnt it?
