Contact your local Indian Consulate for a birth certificate (assuming
you are outside India). They issue birth certificates based on the
information from your passport. I was in the same situation, and I
got this birth certificate from an Indian Consulate. In addition, I
also submitted supporting information from school certificates, etc.
that had a record of the same birthday throughout. I also explained
that I was not issued a Birth Certificate when I was born. I did not
provide any affidavits when I applied to Buffalo.
