Did Buffalo change its rules regarding notarized copies?

In a 2002 Buffalo visa Office Specific Instructions, it reads:
"Do not send originals. Send notarized photocopies of all documents
except the police certificates, which must be originals."

In the 06/2003 version of the same document, it reads:
"Send photocopies of all documents except the police certificates,
which must be originals." Then it refers to notarized translations of
non-English, non-French documents.

So it looks like they eased the process a bit here.

Am I correct to assume that plain, non-notarized copies of all English
or French documents are sufficient?
Just want to make sure and not to make any mistake here!
