The rules are as they always were. The minister lowered the score to 67
(and that should help most people). The part about assessing against old
rules and new rules is not in effect as yet. It will take effect when it is
published in the Gazette (likely December).
Until then, I have heard and seen examples of visa posts using their better
judgement and doing the dual assessment anyway, and yet others who have used
no discretion (or better judgement)
