If you are in B-1/B-2 status, then I believe you are not eligible to apply
from the US.
In order to apply from the US, you need to be admitted for a minimum period
of 1 year.
In reality, it takes more than 1 year just to get initial decision - so
ideally you need something like a 3 year status in the US.
A B-1/B-2 will never give you that much status.

You also mentioned a CoS to a student status - you can do that.
However, remember that you will need to maintain your status at all times.
Also, it may take more than a year for your inital assessment decision.
By that time you would have been out-of-work for more than a year and your
work experience has been interrupted.

Also, I personally feel that you are trying to sail in two boats at the same
time.
Try and make up your mind and chart one course.
Juggling immigration of two different countries is never easy and you can
get into all sorts of status issues.
