You don't say if you have PR status within Canada or if you're applying,
so I will assume that you have got it and have just not landed.
Firstly, most airlines will not accept her as a passenger without a
doctor's note showing she is fit to travel.
Secondly, she will NOT be covered under any provincial medical program
as this is a pre-existing condition, she presently is not legally resident
in Canada and she has most likely not been in the province long enough.
Therefore, you would be financially responsible for all costs involved. This
can be several THOUSAND dollars each day, and medical insurance will NOT
cover it as you could have your child in your home country.
Thirdly, if I read your post correctly, you expect your wife to travel
to another country, have a baby (presumably) by herself and then go back to
wherever you are?
Of course, there's always the chance that she wouldn't even be admitted
to Canada if she hasn't already, as I believe family applicants have to
arrive together and "I'm coming to have my baby" AND not telling the truth
to the immigration officer are instant no-no's.
Have your baby where you are and be there to support your wife and new
child. Then come to Canada as a family.
