My friend was laid off in the US a couple of months ago, he was
unforturnately carried with unpaid loans which he was unable to pay
them off.

questions are,

1> if he go to Canada and get a Canadian Driver License with exchange
of his US driver license, any problems given that he has unpaid loans
in the US? (he even didn't pay US town taxes, which was one of the
requirements if he want to renew his license if in the US, but now
it's in Canada)

2> what kind of check-up will Canadian RMV do when he exchanges the
licenses?

3> if he exchange the license, will his credit history in canada be
linked to those in the US under his US driver license number?

4> will Canadian RMV submit exchanged US driver license number to US
government?
