Ignore the naysayers. In lieu of the IELTS you must make a submission on
your proficiency in the English language and include it with your document
package. Label it " Language Proficiency Submission". If the visa office
does not accept the subnmission they will ask you for a IELTS. I think it
is worth the risk.
