Because he is not moving to Canada, he is only landing and after
listening to too many gossips an rumors he is scared that by having
return plane ticket to US he may be denied landing. This is why the
whole charade with "one-way car rental" - he is too cheap to pay for
expensive one way rental. so he prefers now to walk across the bridge.
They will not be carrying any baggage - this should give you the clue.
