If he withdraws, does it affect any future applications for PR?

(Why would he re-apply to Can PR if he is approved for US GC? Because
the US GC application is a multi-step process taking several years,
and he's only going through the first step, the labor certification,
hopefully this summer. The first step is often the most
critical/difficult. Therefore, he may pass the first step but still be
rejected in a later step, or, get laid off while waiting the process
to finish. In that case, he'd want to re-apply to Can PR.)
