You won't get any points until your brother starts living as a PR in Canada.
Fact that he just got approved is irrelevant. Once he lands in Canada as a
PR and establishes his residency here he will have to provide you with not
only proof of his status but also solid proof that he really resides in
Canada - copies of his rental/lease agreement, phone and utility bills,
health card, etc.
You need to prove that he is living in Canada as a PR. Then you need to
submit yours and his birth certificates showing that you have same at least
one parent, or both.
